Please keep in mind as far as Vigilantes are concerned very few operate in
the city without Batman's at least passing approval. You are welcome to
apply for an OC vigilante just keep in mind you may not get a warm welcome
and might get ICly pushed out of it.
If you are applying for a non-Gotham character you must figure an IC reason
for being in Gotham. Non-Gotham characters not listed in NEWS FCS will need
prior approval before applying, you will need to have figured out why you
would be in Gotham and preferably worked with Batman as to why he's going to
allow you to stay. No powered characters such as Superman or Wonder Woman
will be allowed.
